A mixed system — which roads charge, how paying works, and what it costs.

Almost every road is free, and the money a visiting driver actually spends goes on city charges rather than road tolls — London's congestion charge and ULEZ, and the Clean Air Zones in Birmingham, Bristol and Bath. Those are entirely separate schemes from the two genuine road charges, and paying one does not cover another. Of the road charges, the Dartford Crossing is the one to plan for, because there is no barrier and the deadline is midnight the day after you cross. A foreign plate is no protection: unpaid charges are pursued through a European debt recovery agency, and the penalty is £70. The M6 Toll, by contrast, is an ordinary barrier you pay at.
Toll system
Most UK roads have no toll, but a handful of specific crossings and roads charge a fee (e.g. the Dartford Crossing near London, the M6 Toll near Birmingham); pay online or at the crossing. London and a few other cities also charge separate congestion/low-emission zone fees for entering, which function like a toll but aren't a road-use charge.
How to pay

Dartford is a fixed charge per crossing by vehicle class, cheaper with an account, and failing to pay brings a £70 penalty payable within 28 days. The M6 Toll is priced by vehicle type and by where you join and leave it, with account holders paying less than drive-up customers.
