Bath's zone is Class C, which means the thing most visitors worry about doesn't apply to them: private cars and motorbikes are not charged at all. Only commercial vehicles, taxis and private hire vehicles pay.

Which vehicles are affected
Charges apply to non-compliant taxis, private hire vehicles, vans, light goods vehicles, buses, coaches and HGVs. Private cars and motorbikes are not charged unless the vehicle is operating as a taxi or private hire vehicle.
Registering a foreign or rental vehicle
If you are visiting in a private car or on a motorbike, there is nothing to check and nothing to pay. For a chargeable vehicle type, check it on the council's vehicle checker and pay online.

Private cars and motorbikes are not charged. For the vehicle types that are charged, the council publishes current amounts on its charges page — confirm there before travelling.
How it's enforced
Camera-enforced with automatic plate recognition.
Exemptions
Compliant vehicles are not charged: Euro 6/VI diesel or newer, Euro 4/IV petrol or newer, fully electric and hydrogen fuel-cell vehicles, all hybrids, and vehicles retrofitted under the CVRAS scheme. Private cars and motorbikes sit outside the charge regardless of standard.
