Winter tires & snow chains
From 15 November to 31 March, winter tires or chains carried on board are generally required, especially on mountain roads inland — coastal areas are milder but the rule still formally applies nationwide during this period.

Mandatory front and rear for all occupants.
Mobile phone use
Hands-free only; holding a phone while driving is prohibited.
Child seats
Children under 12 or shorter than 150 cm require an appropriate child restraint.
Headlights
Dipped headlights are required at all times, day and night, year-round.
Low-emission & restricted zones
No low-emission zone network; some historic coastal town centers (e.g. Kotor Old Town) restrict general vehicle access.
Right of way & roundabouts
Priority to the right at unmarked intersections; roundabouts give way to traffic already circulating.
Parking
Paid parking is common in coastal towns during the summer season, typically via ticket machine or attendant.

Good to know
Montenegro uses the euro despite not being an EU member (adopted unilaterally). Not in the EU, and land border crossings into non-Schengen neighbors can involve passport checks.
