Barcelona: ZBE Rondes
One of the largest low-emission zones in southern Europe, covering Barcelona and several neighbouring municipalities inside the ring roads. Every foreign-plated vehicle must register in the metropolitan vehicle registry before driving in — including cars clean enough to qualify easily, because there is no automatic recognition of a non-Spanish plate.

Monday to Friday, 07:00–20:00. The restriction doesn't apply at weekends, on public holidays, or outside those hours.
Which vehicles are affected
Applies to vehicles without a DGT environmental label — broadly petrol cars Euro 3 or older (typically pre-2000), diesel cars Euro 4 or older (typically pre-2005/06), and motorcycles Euro 2 or older (typically pre-2003), along with vans, trucks and buses at comparable standards.
Registering a foreign or rental vehicle
Vehicles registered outside Spain are not classified under the DGT label system, so all of them must register in the metropolitan vehicle registry before circulating in the zone — this applies even to a modern, clean car that would obviously qualify. Register in advance online; entering unregistered is penalized even when the vehicle itself would have been allowed through.
Fees & fines
Registration is a requirement rather than a charge. Occasional access is also possible: an owner can request up to 24 authorized circulation days per year for a vehicle that doesn't otherwise qualify. Entering without having registered attracts a fine starting from around €200. Figures are indicative — confirm current amounts on the official site.
How it's enforced
Camera-enforced with automatic plate recognition across the zone's access points.
Exemptions
Vehicles holding a valid DGT environmental label (0 emisiones, ECO, C or B), registered where registration is required, plus emergency vehicles, vehicles carrying disabled passengers, and certain professional categories.
Where the zone is
Covers Barcelona plus L'Hospitalet de Llobregat, Sant Adrià de Besòs, and parts of Esplugues de Llobregat and Cornellà de Llobregat — broadly the area bounded by the Ronda de Dalt and Ronda Litoral.
