Which vehicles are affected
Phased in. 2025 was an information-only period with no penalties, with graduated restrictions following and full implementation on 1 January 2028, when all unlabelled vehicles become restricted — though even then they keep an allowance of up to 48 days' circulation a year.
Registering a foreign or rental vehicle
Restrictions key off the DGT environmental label, which a foreign-registered vehicle does not carry. The cameras check every plate against DGT records, so confirm how yours will be assessed before driving in rather than assuming a clean modern car is automatically fine.

Where the zone is
Around 27.8 km², bounded by the Ronda Nord, avenida dels Tarongers, avenida de Serrería and the Bulevard Sud — in practice almost the entire city. A stricter sub-zone, the ZBESS, covers the Ciutat Vella old town.
