Madrid: ZBEDEP Distrito Centro
The area formerly signed as "Madrid Central", now a special-protection zone sitting inside the city-wide ZBE with tighter rules than the rest of Madrid. A foreign-plated car needs an authorization arranged in advance through a dedicated municipal office — there is no exemption that applies to visitors automatically.

Restrictions apply continuously rather than within set hours. What you may do depends on your vehicle's environmental category and whether you hold an authorization, not on the time of day.
Which vehicles are affected
Stricter than the surrounding city-wide ZBE, and non-resident access is more limited than elsewhere in Madrid. Check which environmental category your vehicle maps to before assuming you can drive in.
Registering a foreign or rental vehicle
Foreign and diplomatic plates are handled by a dedicated office. Submit the vehicle's technical sheet, its registration document and proof of ownership — by email to autoextranjerocentro@madrid.es, or in person at the ZBEDEP Distrito Centro office at Calle Bustamante 16, where an appointment is required. The city asks for as much notice as possible before your planned entry date, because the environmental classification must be reviewed first.
Fees & fines
Unauthorized access is a serious infringement fined €200. Figures are indicative and can change — confirm the current amount before travelling.
How it's enforced
Camera-enforced; plates are checked automatically against the authorization register and DGT records.
Exemptions
Residents of the Centro district, and vehicles holding an authorization appropriate to their environmental category. Nothing here applies automatically to a visiting foreign vehicle — it has to be arranged in advance.

Covers the Centro district. A second special-protection zone, ZBEDEP Plaza Elíptica, operates separately with its own stricter rules.
