Madrid: Madrid ZBE (city-wide)
Madrid applies a low-emission zone across the whole municipality, not just the center — so there is no boundary you cross into, and what matters is the environmental category your car maps to. Foreign plates carry no Spanish environmental label by default, which is the part that catches visitors out.

Which vehicles are affected
Restricts vehicles in DGT environmental category "A" — those that cannot obtain an environmental label at all, broadly petrol cars registered before 2000 and diesels before 2006. Cars carrying a 0 EMISIONES, ECO, C or B label are not affected.
Registering a foreign or rental vehicle
Foreign-registered vehicles have no DGT label, so they are assessed by equivalence: you submit the vehicle's technical sheet and registration document, the city maps it onto the Spanish environmental categories, and it is then treated like a Spanish car of the same class. Start this well before you travel rather than on arrival — the classification has to be reviewed first.
Fees & fines
Improper access is a serious traffic infringement fined €200, reduced to €100 for prompt payment. Figures are indicative and can change — confirm current amounts on the official page.
How it's enforced
Camera-enforced using OCR plate-reading cameras and traffic-light cameras, checked automatically against DGT records.
Exemptions
Vehicles holding a 0 EMISIONES, ECO, C or B label. Some non-car category A vehicles (trucks, vans, motorcycles) have had conditional circulation rights on a transitional basis — check the current rules if you aren't in a passenger car.
Where the zone is
Covers the entire municipal area. The M-40, M-45 and M-50 motorways are excluded, as they don't have urban status. Two stricter special-protection zones sit inside it: ZBEDEP Distrito Centro and ZBEDEP Plaza Elíptica.
