Pisa: ZTL — Centro Storico
Pisa's historic center, including the approach to the Leaning Tower, is a camera-controlled limited traffic zone split into two sectors. Unusually for Italy, the city sells short-term paid permits by the hour, which makes a legitimate short visit by car genuinely possible.

Hours are set by municipal ordinance and vary between sectors and permit categories rather than following one city-wide timetable, and separate evening restrictions apply along the Lungarni at weekends. Which vehicles are affected
Restriction is by authorization rather than emissions class. Animal-drawn vehicles, bicycles, mopeds, light quadricycles and motorcycles are permitted, subject to restrictions.
Registering a foreign or rental vehicle
Access requests and permits are handled through the municipal ZTL portal run by Pisamo, the city mobility company. Holders of a disabled parking badge are authorized automatically through the national platform rather than needing a local application.
Fees & fines
Temporary permits are sold by duration: roughly €20 for 6 hours, €28 for 12 hours, and €40 for 24 hours. Figures are indicative and can change — confirm current prices on the official portal before buying.

Exemptions
Emergency services, police and fire vehicles, taxis and hire vehicles, holders of a disabled parking badge (registered automatically), and certain municipal and religious categories.

Two sectors — Centro Storico Nord and Centro Storico Sud — each with nine controlled entry and exit points. Nearby areas are governed by their own separate rules.
