Verona: ZTL — Centro Storico
Verona has restricted its historic center since 1997 and has policed it with electronic gates since 2005. Access is rationed unusually tightly — even residents of the surrounding province book individual entries rather than holding an open permit.

The restriction is permanent rather than scheduled, with booked access windows instead of open hours. Residents of Verona and its province can book a limited number of entries (up to four a month): Monday–Friday 10:00–18:00 with exit required by 18:00, and 20:00–23:00 with exit by midnight; Saturday, Sunday and public holidays 10:00–13:30 with exit by 13:30.
Which vehicles are affected
Restriction is by permit and booking rather than emissions class. Bicycles, mopeds and two-wheeled motorcycles may enter at any time.
Registering a foreign or rental vehicle
Guests staying at a hotel inside the ZTL are allowed access provided the hotel notifies the authorities in advance — confirm with your hotel that they have done so, and that they have your exact plate. One-off extraordinary access is requested through the Polizia Locale portal.
How it's enforced
Electronic gates photograph every plate and send the image straight to the Polizia Locale gate control center, which checks it against the permit database.
Exemptions
ZTL residents holding a pass have unrestricted access at any hour, as do bicycles, mopeds and two-wheeled motorcycles. Hotel guests whose stay has been notified in advance are also permitted.
